I checked that 15 % of ships visiting in Finland are PSC inspected annually. This means that about 270 ships annually. I assume that percentage is about same between different countries. PSC inspection contains also BWMC inspection. More information for the content of the inspection can be found from the IMO PSC Guidelines MEPC.252(67). I hope this helps!

In general, sampling in PSC is conducted only if ship fails two first steps of inspection, meaning initial inspection (documentation and inspection round) and detailed inspection. Four step inspection process is described in the PSC Guidelines MEPC.252(67).

According to the BWMC Article 9, ship ballast water can be always sampled. However, sampling all ships or sampling ships randomly, would be resource consuming and leaves other matters (like safety issues) on minor attention. Therefore, we are following the IMO PSC Guidelines.

COMPLETE / Final Conference on 9-10 February 2021

The Interreg Baltic Sea Region project COMPLETE stands for ‘Completing management options in the Baltic Sea Region to reduce risk of invasive species introduction by shipping’.


COMPLETE addresses two of the major sources for harmful organism introduction caused by shipping and boating: ballast water and vessel hulls. The project tackles several gaps in current knowledge and management. COMPLETE works towards minimising the introduction of harmful aquatic organisms and pathogens by developing a consistent and adaptive management system for the Baltic Sea Region. The project has partners and collaborators in all Baltic Sea countries.
